Volda is a Fifth-level Bureaucrat assigned to assist the party. He serves as a liaison and guide through the bureaucratic systems of the Empire, particularly the various Ministries.

Volda has prior experience working with Ministries, though he was not contracted to a specific Ministry but rather to the Delegation as a whole. He demonstrates extensive knowledge of the various government departments and their operations.
