Mage Stephen is a weather (air) focused mage from Blue. He has a sister, Nadari, who is a Priest of Life in Yellow. He holds the opinion that towers are gauche.
Gale attempted to recruit Stephen via letter to help address a drought situation, suggesting he may have expertise in Logistics. Stephen was on a list of contacts to speak with regarding the drought and related matters.
