They thought that a place that was not in any of the magic zones they had created would be helpful as a neutral meeting place, and layered it with a number of benefits to make it a good place to conduct such meetings. One of those benefits was that Annaliese found (created? transformed?) a Spirit to guard it and make it hospitable.
